The mission of the Department of Housing and Community Development (DHCD) is to create and preserve opportunities for affordable housing and economic development and to revitalize underserved communities in the District of Columbia.

Mayor Muriel E. Bowser has made housing programs and policy one of her top priorities since becoming Mayor in 2015.  Under Mayor Bowser’s leadership, Washington, DCis recognized as a national model with one of the most robust set of affordable housing tools in the nation.  Starting with her pledge to double the District’s annual investment in the Housing Production Trust Fund to $100 million and continuing over the past seven years, DC has invested more than $1 billion dollars into its Housing Production Trust Fund – more per capita than any other jurisdiction in the nation.  This investment has led to the production of over 14,250 new units of affordable housing with another 12,300 in the production pipeline. The District also invests heavily in affordable housing preservation and homeownership programs.  In 2019, the beginning of her second term, Mayor Bowser set the goal of the District producing 36,000 units of new housing, with 12,000 being affordable, by the year 2025.  


As one of the key officials of the District of Columbia Government, the Director of the Department of Housing and Community Development is responsible for the development, coordination and implementation of policy, plans and programs that support the Mayor’s housing goals and priorities; development of the annual and long-term housing and community development work programs, budgets and legislative program; and the administration of laws pertaining to housing and community development.  The Director provides executive direction and supervision for all housing and community development programs: is responsible for the coordination of District of Columbia housing and community development activities with other elements of D.C. Government, surrounding jurisdictions, federal agencies, public and private groups, and serves as principal advisor to the Deputy Mayor for Planning and Economic Development and the Mayor on all aspects of housing and community development.



The Director works under the administrative direction of the Deputy Mayor for Planning and Economic Development and the Mayor.  The incumbent exercises considerable independent judgment in planning, organizing and executing assignment, which entails determining the approach, methods and procedures that will most effectively and expeditiously accomplish the work. The incumbent exercises initiative, resourcefulness and judgment in arriving at solutions that impact the overall mission of the city’s housing policies. Results of the work are considered technically authoritative and are normally accepted without significant change. If the work is reviewed, it concerns matters such as the fulfillment of objectives, the effect of advice on overall requirements, or precedent which might apply to other programs in the agency. Recommendations for new initiatives or alterations of objectives are usually evaluated for such considerations as availability of resources or broad goals.



  • Provides direction and leadership to subordinate divisions.  Reviews and approves work plans, and confers with subordinate managers/supervisors to develop activities with clearly delineated tasks, responsibilities, reporting requirements, and timeframes. Develops professional capabilities of assigned staff and manages overall staff performance.
  • Identifies the District's housing and community development needs, formulates housing and community development policy; and accomplishes the planning, promotion, coordination and execution of approval plans, projects and activities, using the principal District housing resources, the Housing Production Trust Fund and the Housing Preservation Fund and leveraging other federal and local resources.
  • Directs the development of annual and longer-term housing and community development priorities, goals, and objectives for the District of Columbia. Develops and presents and annual housing and community development work program, budget and annual legislative program to the Mayor through the Deputy Mayor for Planning and Economic Development.
  • Coordinates on the preparation of the portion of the Comprehensive Plan that pertains to housing and community development; and recommends changes in that plan, when essential to the accomplishments of housing and community development goals and objectives.
  • Responsible for preparing that portion of the Capital Improvement Plan, the Multi-Year Program and Financial Plan that pertains to housing and community development; and recommends changes when essential to the accomplishment of housing and community development goals and objectives.
  • Ensures that housing and community development plans, and plan execution are coordinated with appropriated federal and D.C. government agencies.
  • Develops, in coordination with appropriate federal and D.C. government agencies and private organizations, plans and programs to create and sustain private sector development interests and activities in the District of Columbia.
  • Directs the development of policies, standards, and procedures for conducting housing and community development activities, such as relocation, land acquisition and disposition, citizen participation, minority contracting, and data collection and management.
  • Provides for appropriate research, field surveys, neighborhood planning and management studies relating to land use and housing conditions; and for reviews, tests and analysis for new program concepts as demonstration or special projects.  Ensures the establishment of a city-wide data collection and data management system pertaining to housing and community development. Evaluates the effectiveness and efficiency with which housing and community development programs, projects and activities meet specified goals and objectives.
  • Responsible for promoting the preservation and improvement of residential neighborhoods, the development of underdeveloped or inappropriately developed land, and provides for supportive community services and economic opportunities in or near residential areas.  
  • Comments on applications going to the Board of Zoning Adjustment and the Zoning Commission within our community development areas. 
  •  Serves on the District’s Interagency Council on Homelessness (ICH) and as the government chair of the ICH Housing Solutions Committee.  Serves on Housing Directors Advisory Committee of the Metropolitan Washington Council of Government. Serves as Washington DC’s representative to the High-Cost Cities Housing Forum. 
  • Presents at the direction of the Deputy Mayor for Economic Planning and Economic Development and the Mayor, plans and budgets and proposes housing and community development programs for the District of Columbia to the Council, Congressional Committees, Federal agencies, the Metropolitan Washington Council of Governments, and other entities.
  • Responsible for the Department's Equal Employment Opportunity Program and the development of Affirmative Action Plans for the Department.
  • Manages the Department's Public Information Program in cooperation with the Office of the Mayor. Directs the development of such informational materials as pamphlets, brochures, press release and other documentation for distribution to the public on the nature of the Department's programs.
  • Manages the Department's Complaint Coordination Program.  Responds to resident or to agency comments or complaints concerning the operation of the Department; assures that such concerns are followed up and resolved by the appropriate offices or administrations of the Department. 
  • Acts as agent of the District of Columbia with regard to appropriate financial assistance documents, and procurement contracts and similar documents.  Coordinates the Department's legal matters with the General Counsel's Office.  
  • Responsible for operating a comprehensive financial management program for the Department that exerts full control and accountability for the agency’s assets, liabilities, capital expenses, income and cost allocation; and assisting in the development of financial packages to support housing and community development activities.
  • Reviews major program and activities to ensure fiscal, administrative and programmatic compliance with Federal and District regulations, policies, and established goals and objectives.  
  • Evaluates departmental programs on the basis of cost, efficiency, and effectiveness; recommends and assists with actions to correct management program fiscal deficiencies; and monitors achievement of identified corrections.  Coordinates all external monitoring reviews by funding agencies of departmental programs.
  • Analyzes and coordinates the review of proposed legislative policies and programs relating to or impacting upon the Department and housing and community development achievements. Prepares recommendations for appropriate action.  
  • Collaborates with the Council of the District of Columbia, the U.S. Congress, Federal Department of Housing and Community Development (HUD) and related public interest groups.  Contributes to the preparation of program modifications, plans or regulations which require Council approval, and ensures that legal requirements for notifications are met by the Department.
  • Responsible for providing information, internally and externally, about the Department's programs, accomplishments, and positions on housing and community development issues. Develops special publications, reports, speeches and press releases for the Deputy Mayor for Economic Development and the Mayor.
  • Responsible for implementation of all community development programs including housing development, financing for single and multi-family structures, acquisition for land and buildings for development, financial packaging for housing development, and various homeownership major commercial development programs for low, moderate middle income residents.
  • Responsible for providing support services to department's programs in the area of administrative services, including personnel and staffing, employee development
  • and training, procedures, reports preparation, records management, contract compliance and monitoring, and information technology.
  • Performs other related duties as assigned.



  • Minimum Bachelor's Degree in public policy, administration, planning or a closely related field and 5-10 years of directly related work experience.
  • Mastery of the mission, function, and operational programs and activities of the DHCD. Mastery of the rules, regulations, policies, procedures and practices of DHCD. Mastery of pertinent guidelines and laws. 
  • Mastery of HUD regulations, statutes, and policies; Low Income Housing Tax Credit (Tax Credit), IRC Section 42, and other special areas.  Mastery of financial management principles and standards; DOA; HUD; U.S. and DC Treasury. Mastery of the Community Development Block Grant Program, HOME and other related federal programs, regulations, and guidelines. 
  • Mastery of state-of-the-art management tools for project management, resource allocation, budgeting, and performance management. Ability to develop, prepares, execute and manage complex operating. Mastery of financial management systems, inclusive of performance based budgeting.
  • Mastery of and skill in problem solving, negotiation strategies and project management to conduct in-depth research and analysis; and mastery of management principles, procedures and techniques of analysis and evaluation. 
  • Demonstrated skills in providing leadership in a managerial capacity, and in a team-based environment, securing the support and cooperation of higher-level official, civic and business leaders, organizations, developers, etc.
  • Excellent oral and written communication skills sufficient to prepare and present information and proposals to management and high level officials, as well as to constituents involving complex, controversial or sensitive issues. Demonstrated expertise in the exercise of tact, diplomacy, discretion, originality and persuasive techniques to develop, present and explain controversial facts, views and options to high level government officials.
