SALARY:  EX5 ($144,549 to $225,826)

DOMICILE REQUIREMENT:

District law requires that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.

This position is in the Department of Licensing and Consumer Protection (DLCP). The incumbent is responsible for: (1) Business Licensing Center, (2) Corporations Division, (3) Occupations and Professional Licensing Division, (4) Basic Business Licensing Division, (5) Weights and Measures Division, (6) Security Officer's Management Branch, (7) Office of Consumer Protection, (8) Vending Program, (9) Special Events Program, and(10) Small Business Resource Center.  DLCP is a new agency within District of Columbia government and will become operational on October 1, 2022.

The Department engages in providing operational, direction and advisory functions in administering applicablebusiness license and consumer protection laws and regulations, the statutory requirements governingcorporations, the standard weights and measures act, and the applicable health and safety regulations. It provides direction and coordination in administrative,   adjudicatory and investigative matters supportive to the Alcohol Beverage Control Board operations.

The Director serves as the agency's representative on appointed Boards and Commissions. Coordinates the business regulatory process across multiple agencies and divisions of the Government. Has leadership role in the overall regulatory scheme for business operations in the District.

The incumbent works under the general administrative direction of the Deputy Mayor for Operations and Infrastructure (DMOI). He/she is relied upon to function with wide latitude for the exercise of independent judgment in the administration of the licenses and permits laws of the District of Columbia. Operating decisionsare unreviewed; however, decisions on revocations, denials or suspensions of licenses, permits and certificates ofoccupancy are subject to appeal to the Mayor, Office of Administrative Hearings or the Courts. Performance is evaluated based on quality of administration in overall program activities.

 

DUTIES AND RESPONSIBILITIES

  • Reviews recommendations from offices and administrations within the Department on policies and legislation and makes final recommendations.
  • Provides alternative approaches in resolving and developing strategies for obtaining needed support fromprofessional, business, and public groups outside the Department.
  • Attends meetings with officials of other D.C. agencies, board and commission members and members of the business community on the full range of licensing matters Speaks before business or civic groups expressing the Department views regarding functions of the Administration.
  • Plans, develops, and administers a program of operations and operating policies and procedures to implement the Department’s assigned functions. 
  • Administers technology systems used as part of the business licensing, registration, and compliance processes.
  • Engages businesses to inform them about the regulatory requirements related to the programmatic areas under his/her supervision.
  • Engages community members and organizations to ensure that they are aware of regulatory compliance requirements that govern businesses in their community. Communicates with external stakeholders related to the programmatic areas under his/her supervision. 
  • Solicits feedback from external stakeholders about areas of concern related to the programmatic areas under his/her supervision. 
  • Responsible for overseeing operation of the Small Business Resource Center.
  • Collects and analyzes data from programmatic areas under his/her supervision. Establishes data driven metrics to evaluate overall performance of the programmatic areas under his/her supervision.
  • Responsible for the subordinate staff’s issuance or denial, after necessary inspections and proper review of theclearances and recommendation of other agencies, of a large variety of permits and operating licenses for aconsiderable numbers of businesses and professions to conduct business.
  • Directs the formulation and justification for new or revised legislation.
  • Participates in the development of proposals for such changes that will achieve consistency, simplicity and equity of licensing coverage and administration.
  • Develops the agency’s annual budget submission and ensures expenditures are in line with budget. 
  • Implements personnel actions such as hirings, promotions, reassignments, reclassification and disciplinary matters for theemployees in the Department.
  • Performs other related duties as assigned.

 

REQUIRED BACKGROUND AND EXPERIENCE 

  • Bachelors or Masters degree in public administration, public policy, government operations or a closely related field is preferred.
  • Must have 2-7 years of documented experience in senior leadership.
  • Must have knowledge of federal, state, and local rules and regulations pertaining to activities and functions of the department.
  • Applicants must provide evidence of progressively responsible leadership experience that is indicative of senior level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. 
  • The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees.
