Around the world, cities are bringing the practice of innovation into government as a way to address pressing urban challenges and improve the quality of life for residents. Recently, Washington, DC was selected by Bloomberg Philanthropies to receive a grant that funds local Innovation Teams (i-teams). This grant represents one of the largest private-sector commitments to civic innovation in our nation’s history. 


Washington, DC’s innovation team is housed within the Mayor’s Office of Policy and Innovation and is charged with providing ongoing innovation capacity to tackle major challenges in the District, especially when it comes to digital services and digital transformation. The i-team will work with government and community stakeholders to deploy a range of strategies, including data analytics, human-centered design, and digital technology to create bold solutions with speed and agility. 


With rapidly advancing technology, increasing resident expectations, and the COVID-19 pandemic, now more than ever, cities need to invest in digital innovation to deliver easily accessible services to residents. Local governments have made progress in enabling residents to carry out basic transactions online, but most cities have a long way to go to deliver the smooth, frictionless, integrated services residents have come to expect from the commercial sector. 


This i-team will respond to this challenge by helping the District prioritize digital transformations that remove common barriers the District faces when transitioning to digital services. Each i-team city will not only dramatically improve the services they deliver but will also share lessons learned with cities around the world with similar digital ambitions.  


The Role

The District believes citizens deserve access to user-centered products and services, delivered by a digitally enabled modern city. The District’s i-team is dedicated and passionate about public services designed around the people that use them.


UX Designers create and prototype solutions that are accessible and simple enough for everyone to use. The District is looking for designers who are confident in designing detailed user interfaces, flows, and interactions that work across different channels, devices, browsers, and platforms. You should be a specialist in layout and typography and understand the importance and application of interaction and content design. The District is looking for people who can work closely with technology, understanding technical constraints and helping teams put together testable prototypes to learn about user needs for a given scenario, supporting the delivery of production-ready products into live environments.

Most importantly, the UX Designer should care deeply about users, making sure that prototypes and products are designed to meet their needs and deliver the best possible experience.


About You

The ideal candidate will have the following skills and experiences:

  • Experience of visualizing product ideas using sketches, wireframes, user flows, and high-fidelity prototypes; translating research and insights into beautifully designed, accessible solutions
  • Know how to work in code using front-end web technologies, such as CSS/Sass, HTML/Haml, Javascript/jQuery
  • Have contributed to design patterns and standards, identifying common interactions and user flows
  • Present at and lead workshops, as part of a team, to help understand a municipal problem and to co-create solutions
  • Create high level architecture diagrams to communicate solutions and opportunities
  • Basic understanding of the core design principles is essential
  • Communicate effectively, articulating complex ideas in a clear, engaging way to inform and advise people across an organization
  • Apply relevant new technologies in the design and development of new products and to improve existing products
  • Ability to work at pace using agile methods in technical and complex environments
  • Confidence speaking and writing about your work



UX Designers will act as advocates for intended users throughout the design and delivery process. Specific responsibilities may include:

  • Advocating on behalf of users, making sure that prototypes and products are designed to meet their needs and deliver the best possible user experience
  • Designing interfaces, flows and interactions for products
  • Working with different types of content and user-led interactions
  • Developing all high-level product flows as well as the fine detail of individual parts
  • Understanding, and when necessary, presenting, the technical side of design
  • Developing and testing low-, medium-, and high-fidelity prototypes with diverse stakeholders inside and outside of District Government
  • Making working software, not just artefacts describing software
  • Collaborating with others on the i-team to ensure projects are delivered on time and budget
