Special Projects Manager - Deputy Mayor for Education

SALARY AND GRADE:    Excepted Service, Grade 7 ($117,772.97)

This position is located in the Office of the Deputy Mayor for Education (DME), whose mission is to develop and advance the Mayor’s vision for educational and workforce excellence in the District of Columbia. The DME works to deliver powerful services and solutions, and to uphold a shared commitment to ensuring all residents have the same chance to succeed. The DME envisions a city where all children, youth, and adults thrive: every child knows joy, feels safe, and can read well; every student attends a high-quality school; and every youth and adult have opportunities for continuing education and employment at each step of their career. 

The three major functions of the DME include: 

  • Overseeing a District-wide education and workforce strategy 

  • Managing interagency and cross-sector coordination 

  • Providing oversight and/or support for all agencies in the Deputy Mayor for Education’s agency cluster including: DC Public Schools (DCPS); Office of the State Superintendent for Education (OSSE); Public Charter School Board (PCSB); University of the District of Columbia (UDC); Community College of the District of Columbia (CCDC); DC Public Libraries (DCPL); DC Parks and Recreation (DPR); the Department of Employment Services (DOES); and the Workforce Investment Council (WIC). 

 

SUPERVISORY CONTROL

The position reports to the DME Chief of Staff and works closely with the Deputy Mayor for Education. The Special Projects Manager is an advisor to the senior leadership team and ensures that DME has the strategic support, problem-solving capacity, and project management expertise to implement recovery and reopening projects that advance the Mayor’s vision.  The Special Projects Manager is expected to demonstrate flexibility, initiative, creativity, and sound judgment in, planning, developing, and executing short-and long-range objectives.  

 

ESSENTIAL FUNCTIONS

The Special Projects Manager works closely with the Chief of Staff and the DME’s leadership team, as well as diverse departmental staff, external experts, and residents to provide exceptional project management expertise to the team.  The Special Projects Manager applies a strong background in K12 education, workforce development and/or school facilities to the role offering impactful solutions to our city’s most complex challenges specifically school reopening, addressing learning loss, supporting city-wide planning efforts and ensuring recovery investments have robust, actionable project plans. 

 

Specific responsibilities include: 

  • Advise the DME’s Chief of Staff and members of the senior leadership team on policy matters related to K12 education, school health, workforce and recovery.  
  • Plan and oversee projects from initial ideation through completion.  Work with speed and care to organize smaller pieces of a challenge, risk or initiative into a fully developed outline for action and ownership.  

  • Synthesize local context, need and DC resident feedback with national best practices to develop a carefully considered set of recommendations on K12 education and workforce.  

  • Combine knowledge of K12 and workforce topics with careful research into the evidence-based practices and policies that have achieved the desired outcomes we are striving to achieve.  

  • Take projects with limited definition and transform into them into plans with clear scopes, deliverables and assigned roles. This includes projects with short and long range timelines as well as content requested by the Deputy Mayor, City Administrator or Mayor.   

  • Serve as a team liaison between project teams and senior leaders within the DME as well as a connector to staff within the cluster, OCA or EOM teams.  

  • Utilize project management tools to plan, monitor and report on the progress of the project. 

  • Identify and mitigate risks which have the potential to impact successful delivery of project objectives; work closely with project leaders to understand obstacles to success and offer technical assistance, additional capacity or make a vital connection in order to keep progress moving. 

  • Create high quality materials and documents including PPT presentations, memos, talking points and research briefs that convey ideas clearly.    

  • Play critical role of information synthesizer, coordinator and broadcaster. Transmit information quickly to relevant leaders to kick start actions and provide team-members with the context and background to get started.  

  • Ensure clear, simple, consistent communications about projects and requests are delivered to all involved throughout the project including at the initial design and as a closing reflection practice to archive lessons learned.   

  • Boost Senior Leadership Team capacity by keeping relevant leaders in the loop and making critical connections within and across team.  

  • Research and identify best practices in advance of challenges and risks; provide information in succinct clear way to inform development of new initiatives and solutions. 

  • Attend meetings on behalf of the Office of the Deputy Mayor for Education and represent the Office’s perspective on K12 education, workforce and career readiness matters. 

  • Performs other related duties as assigned. 

 

KNOWLEDGE REQUIRED

  • You have the knowledge and ability to conduct extensive research in connection with K12 education, youth safety and workforce development and career readiness and skill in the analysis and resolution of complex issues. 

  • You have three or more years of responsibility in business administration, public policy, organizational/strategic development, and/or project management. Experience in K12 education, school planning or workforce required.   

  • You have experience leading large scale project plans that involve multiple stakeholders and constituencies; developing and managing complex projects; working with senior government or private sector leaders; and delivering high quality products that drive impact.  

  • You recognize that transformation requires careful, considerate planning, active listening and deep understanding of the community’s needs.   

  • You are restless with the status quo and believe change can and should happen at local levels of government.   

  • You have exceptional communication skills and an aptitude for connecting people to develop new approaches, mindsets, and solutions. 

  • You are a facile problem solver and enjoy organizing pieces into a coherent plan.  You can apply evaluative methods and techniques to resolve problems, conduct research, and make recommendations. 

  • You are comfortable presenting ideas in a variety of formats to reach the intended audience and have experience working with PPT, excel, word and project management applications.  

 

SPECIAL REQUIREMENTS

  • Graduate from an accredited college or university with a Bachelor’s degree in public administration, public policy, or a closely related field. Experience in education instruction or education system leadership highly preferred.  

  • A minimum of three (3) years of directly related work experience; OR an equivalent combination of education and/or experience which exhibits the ability to perform satisfactorily in the position.  

  • Candidate must possess at least one (1) year of specialized experience equivalent to ES-07 grade level or the equivalent grade 13. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.  

  • Must have extensive interest and experience in education and workforce related fields, as much (if not all) education and workforce related project management  involves policy implementation. 

  • Strong relationship building skills across internal and external teams and ability to work through conflict with various stakeholders is highly preferred.

DOMICILE REQUIREMENT:

There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
