The Department of Human Resources (DCHR) provides human resource management services that strengthen individual and organizational performance and enable the District government to attract, develop and retain a well qualified, diverse workforce. Department of Human Resources is organized into six administrations and the Office of the General Counsel and all report to the Office of the Director. To learn more about DCHR, please visit here.


Director of Human Resources (DCHR) participates in the highest level of policy-making and is a member of the Mayor's Cabinet. In addition, the incumbent reports to the City Administrator and is responsible for planning, directing and administering a comprehensive human resource and personnel management program for the District of Columbia government.



  • Oversees recruitment and selection, employee records and certifications, benefits, and classification and compensation
  • Supervises and provides consultation to management on strategic staffing plans, training and development, and employee/management relations
  • Provides guidance and support for personnel actions and oversees the Human Resources Information System (HRIS)
  • Ensures all activities and operations that are generated as a result of the functional responsibilities of personnel for the District of Columbia government are effective
  • Leads performance management, talent assessment and effective labor relationships, including negotiating and administering labor agreements
  • Ensures compliance with federal and local laws and advises department managers on legal implications of HR issues related to discipline and employee grievances. 



  • Bachelor’s and preferably a Master’s degree and 7-10 years of Human Resources Management experience
  • Skilled in problem solving, negotiation strategies and project management
  • Independent and creative thinker and ability to apply a very high degree of foresight
  • In-depth knowledge of the principles, concepts, laws, and regulations of human resource management, including program development and  performance management
  • Mastery of a wide range of qualitative and/or quantitative methods for assessment and improvement of complex management processes and systems
  • Demonstrated skill in determining methodologies, approaches or alternatives used to achieve desired objectives
