The Department of Energy and Environment (DOEE) is the leading authority on energy and environmental issues affecting the District of Columbia. Using a combination of regulations, outreach, education, and incentives, our agency administers programs and services to fulfill our mission. We work collaboratively with other government agencies, residents, businesses, and institutions to promote environmentally responsible behavior that will lead to a more sustainable urban environment.

DOEE has about 300 engineers, biologists, toxicologists, geologists, technicians, inspectors, environmental specialists, policy analysts, administrators, public outreach specialists, and support staff. Among their many responsibilities are issuing permits, monitoring environmental conditions, providing funding and technical assistance, assessing environmental risks, developing policies, inspecting facilities, enforcing environmental regulations, working with other entities to solve everyday environmental issues, and informing and educating the public on local environmental trends and their benefits.

The DOEE team promotes public and environmental health by implementing and enforcing District and Federal laws and regulations. Director - Department of Energy and Environment - The incumbent serves as the Director of the Department of Energy and Environment, and has full responsibility and authority for administration and oversight of the District's environmental laws, regulations, and programs; the development of environmental, energy, and natural resources policies; outreach and advocacy for environmental, energy, and natural resource initiatives designed to protect, restore, and preserve the environment.  As a recognized authority in a program or functional area, the Director has responsibility and authority to plan, design, schedule, and carry out major programs, projects, studies, or other work independently.

The incumbent uses judgment and discretion in determining the intent, and in interpreting and revising existing policy and regulatory guidance for use by others within or outside the DDOE (for example, technical experts, line managers, contractors in other offices or agencies, State and local governments, private industry, or the general public). Frequently, the employee is recognized as a technical authority in the development and interpretation of guidelines.


  • Serves as the Mayor's chief authoritative advisor in matters relating to environmental and energy issues affecting the District of Columbia. Serves as the District's primary advocate for providing and expanding new and/or proved initiatives and strategies geared towards protecting and preserving the District of Columbia's natural resources.
  • Serves as a District-wide technically recognized authoritative consultant and advisor to the
  • Mayor and heads of District departments and agencies on matters affecting the District of Columbia's environment and natural resources, as well as energy production, consumption, and conservation. Serves as an authoritative recognized liaison between the Administration, environmental community; and the District of Columbia and its jurisdictions.
  • Represents the Mayor, City Administrator, and Deputy Mayor for Operations as the liaison and coordinator with the United States Environmental Protection Agency (EPA), other Federal agencies, state and local entities, the Metropolitan Council of Governments, and other private organizations in areas within the purview of the Department of the Environment.
  • Directs the research and analysis of existing and proposed governmental policies, legislation, and rules that affect functions and activities for which the Department of the Environment is responsible. This includes assessing their implications for District programs and operations, and initiating the development of new policies, or modifications of existing policies, where appropriate.
  • May review propose legislation or regulations that would significantly change the basic character of agency programs or the way it conducts its business with other agencies or with the public or private industry. Develops major guidance for use by others at subordinate echelons in the organization of the guides that do exist and in developing applications to specific areas of work.
  • Assures that the planning and implementation of District Government's environmental programs are in compliance with governing laws and regulations. Develops policies and procedures for the District Government in accordance with the Act.
  • Where appropriate, advocates on behalf of the environmental community to promote their initiatives. Provides District-wide technical authoritative guidance and assistance regarding the environmental programs. Develops and manages outreach activities for the Department; Prepares reports on environmental programs administered by the District of Columbia in accordance with local and federal reporting requirements.
  • Exercises delegated authority to oversee the overall planning, direction, and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational units or lower organizational levels.
  • Approves multiyear and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
  • Oversees the revision of long range plans, goals, and objectives for the work directed.
  • Manages the development of policy changes in response to changes in levels of appropriations or other legislated changes. Manages organizational changes throughout the organization directed, or major change to the structure and content of the program or program segments directed.
  • Exercises discretionary authority to approve the allocation and distribution of funds in the organization's budget. Evaluates performance capabilities and potential of staff members, advising them on their prospects for assuming broader, or higher level assignments.
  • Maintains with the Mayor, other key city officials, District Council members, state and federal officials, attorneys, contractors, representatives of professional organizations, the news media, and public action groups. The contacts occur in a moderately unstructured setting. The contacts are not established on a routine basis; the purpose and extent of each contact is different; and the role and authority of each party is identified and developed during the course of the contact.
  • Actively participates in conferences, meetings, hearings, or presentations involving problems or issues of considerable consequence or importance. The people involved, typically, have diverse viewpoints, goals, or objectives requiring the incumbent to achieve a common understanding of the problem and a satisfactory solution by convincing them, arriving at a compromise, or developing suitable alternatives.
  • Performs other related duties as assigned 


  • Documented work experience at senior management level, including personnel and budget management, stakeholders engagement and leading agency operations.
  • Mastery of the principles and methods of administering environmental protection programs and the laws and regulations related to environmental protection activities.
  • Mastery of the principles, theories, and methodologies associated with the regulation, management and conservation of energy resources, including the generation of renewable energy sources. Special emphasis is placed on knowledge and experience in developing a response to climate change and the use of renewable energy sources.
  • Mastery of and skill in problem-solving, negotiation strategies, and project management.
  • Mastery of management principles, procedures, and techniques of analysis and evaluation 
  • Mastery of a wide range of qualitative and/or quantitative methods for assessment and improvement of program effectiveness or improvement of complex management processes and systems. Mastery of, and skill in applying analytical and evaluative methods and techniques to conduct in-depth research of program/operational and project issues to review and analyze complex issues; and to prepare clear in-depth reports of studies and recommendations.
  • Highly demonstrated skills and experience in managing staff and providing leadership in a managerial capacity, and in a team-based environment.
  • Interpersonal and administrative skills sufficient to direct, organize, and coordinate, through systematic professional efforts and comprehensive studies, those activities that define major programs or program segments.
  • Superior communicate skills, both orally and in writing, to a variety of audiences, including local, state, regional, and federal agency officials.
