Deputy Communications Director - Executive Office of the Mayor

SALARY RANGE:  Excepted Service, Grade 6 ($64,449 to $104,494)

INTRODUCTION

This position is located in the Executive Office of the Mayor, Office of Communications. The Office of Communications has the official responsibility for disseminating information to the public on District government programs and services.  To accomplish this, the office works closely with the public information staffs in all District government agencies and departments. The office operates as a resource to all government agencies, officials and the media, in facilitating the widest possible dissemination of information to the public. The office provides training for the communications personnel of all agencies; issues news releases and other published material; and assists agency directors in the recruitment of professionals for the communications operations.  

The incumbent serves as the Deputy Director and partners closely with the Director of Communications, who manages all functions associated with public communications of agencies and offices under the jurisdiction of the Mayor.  The Deputy Director works with the Director in planning and directing the communications program with responsibility for providing training for the communications personnel of all District government agencies; issuing news releases and other published material to the public on District government programs and services; and assisting agency directors in the recruitment of professionals for the communications operations.

 

DUTIES AND RESPONSIBILITIES

  • Works with the Director in the overall management and execution of communications issues and matters.  Advises all agency leadership in the recruitment of professionals for the communications operations.  Consults and coordinates with leadership on daily press-related activities of subordinate offices and departments.
  • Provides comprehensive advice and recommendations for communication actions and activities.
  • Maintains a creative media-relations function at the subordinate office and departmental levels. 
  • Develops and transmits informational materials to a variety of people to enhance the understanding of certain attitudes and practices.  Provides graphics support and photo coverage of various city events.
  • Serves as the resource center (publications, graphics, audio-visuals) for subordinate agency public affairs personnel. Coordinates technical elements of the organization’s functions with related activities of other agencies, promoting mutual cooperation, which can be combined for more effective results.
  • Edits material for publication, which includes news releases, the city’s annual reports and other statistical and informational reports, newsletters, internal and external reports from agencies, and quarterly employee magazine.
  • Participates in the production of information programs for cable and other media outlets.
  • Distributes public service advertisements pertaining to D. C. Government and its 
  • program(s).
  • Develops authoritative papers and reports to state the office’s position and further the objectives of the office’s purpose. Reviews reports and papers of office staff to insure technical accuracy and compliance with objectives, policies, guidelines and laws affecting the office.
  • Uses a variety of methods and techniques in achieving communication goals such as news releases, radio, and television scripts, feature articles, personal appearances, news conferences, exhibits, brochures, pamphlets, etc., and schedules city officials for special appearances.
  • Makes provisions for and oversees the training and skills development of public affairs personnel in the various subordinate agencies.   Clears publications and news releases prepared by subordinate public relations personnel staff.
  • In collaboration with the Director, develops and monitors the budget; and establishes goals and timetables. Coordinates various special events and program related campaigns that originate in the Office of the Mayor.
  • Plans work to be accomplished by subordinates.  Sets priorities and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and capabilities of employees. 
  • Evaluates performance of subordinates. Gives advice, counsel or instruction to individual employees on both work and administrative matters. Identifies developmental and training needs 
  • of employees.  Provides or makes provision for such development and training.  Interviews candidates for positions in the units. Makes recommendations for appointment, promotion, or reassignment involving such positions.
  • Hears and resolves complaints from subordinate employees. Affects minor disciplinary measures such as warnings and reprimands.  Recommends action in more serious cases.
  • In the absence of the Director, may attend the Mayor’s monthly cabinet meetings.
  • Performs other related duties as assigned.

 

REQUIRED BACKGROUND AND EXPERIENCE

  • Extensive knowledge of the principles, methods and techniques of communications; and skill in developing strategies to disseminate information.  Extensive knowledge of the principles of effective communications and mass media, public relations, marketing, research, advertising, community relations, and government relations as they relate to large organized projects and initiatives.
  • Strong analytical, strategic and creative skills to develop and implement public outreach programs. Ability to manage multiple priorities and fast-paced work. Skill in problem-solving, particularly with graphic, visual and analytical information.
  • Superior writing and communication skills. Superior verbal and presentation skills. Ability to exercise tact, discretion, and skill in personal relations in dealing with persons at various level, job categories, and groups, especially in public forum.  
  • Ability to establish and maintain effective relationships with members of the media and work well under deadline pressure.  Team player adaptable to a diverse group of colleagues and constituents.
  • Extensive knowledge of customer service theory and practices, business processes redesign practices, project management, and program evaluation. Ability to effectively develop, organize, and present ideas and concepts to diverse groups, including government officials, journalists, analysts, and District residents.   
  • Demonstrated experience in providing leadership, guidance and direction in a managerial capacity.  
  • Ability to utilize technology and social media; and the ability to utilize publishing software, Adobe Creative and Microsoft suite. 

 

DOMICILE REQUIREMENT

There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
