SALARY:      $119,810 - $179,716


This is an Excepted Service position. Selected candidate must be a District resident or establish residency within 180 days of hire.

Current District of Columbia residents will receive priority and advanced preference for screening and interviews.

BACKGROUND
The Chief of Staff to the Deputy Mayor for Education will serve as a key adviser to the Deputy Mayor. The chief of staff will play a crucial leadership role in ensuring Washington, DC meets the Mayor’s ambitious goals for the public education and workforce sectors.  The Chief of Staff will help to ensure strong oversight over local agencies in the education cluster (including DC Public Schools, OSSE, DPR, DOES and the WIC), along with strong coordination and alignment with relevant independent agencies (including the DC Public Charter School Board, UDC and the public libraries).  In addition, the role will help to develop and sustain a highly collaborative approach to solving citywide challenges and implementing solutions, to include coordinating across multiple city agencies, and the civic and private sectors.  Importantly, the Chief of Staff will ensure equity is centered in the work of the DME and will also help to include the voices of residents, community-based organizations, families and students of the District of Columbia in decision-making. This role will focus on overseeing office operations, ongoing solution development to complex education and workforce challenges, and support for implementation oversight.

The Deputy Mayor for Education (DME) is responsible for developing and implementing the Mayor's vision for academic and workforce excellence and creating a high quality education continuum from birth through career (from early childhood to K-12 to post-secondary and into family-sustaining jobs).

The major functions of the DME include:
  • Overseeing a District-wide education and workforce strategy
  • Managing interagency and cross-sector coordination
  • Engaging with stakeholders and community
  • Providing oversight and support for offices that are housed within DME, including the Out of School Time office, Students in the Care of DC, and the Education through Employment Office
  • Providing oversight and/or support for the following education related agencies:
    • DC Public Schools
    • Office of the State Superintendent of Education
    • Public Charter School Board
    • University of the District of Columbia
    • Department of Parks and Recreation
    • DC Public Libraries
    • Department of Employment Services
    • Workforce Investment Council

MAJOR DUTIES
  • Supporting the development and implementation of a new approach to monitoring and sustaining citywide achievement of ambitious education and workforce goals, in coordination with the Deputy Mayor and the DME leadership team
  • Ensuring strong and effective relationships with key internal and external partners
  • Developing systems and processes that foster coordination and collaboration across city agencies
  • Supporting overall organizational management and improvement
  • Supporting new ways of integrating racial justice and equity into the DME’s work
  • Managing and working closely with the directors of communications, budget, performance, and legislative affairs to ensure highly effective work in these key functional areas
  • Serving as critical thought-partner to the Deputy Mayor and leadership team
  • Running point on a wide variety of projects, and managing urgent tasks as they arise
  • Performing other duties as assigned.

MINIMUM QUALIFICATIONS
  • Bachelor’s degree, at least five years of work experience including at least two years in a management role. 
  • Experience in K12 education and/or workforce development strongly desired.
  • Experience working in DC city government a plus.
WORK ENVIRONMENT
The work is performed primarily in-person in an office setting. The office structure includes Times in the field are permitted when there is a related event.



RESIDENCY REQUIREMENT
There is a legal requirement that each new appointee to the Excepted Service either:
  1. be a District of Columbia resident at the time of appointment; or
  2. become a District resident within one hundred eighty (180) days of appointment.
The law also requires that Excepted Service employees remain District residents during the duration of the individual’s appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
